Tools and Techniques to Help Your Zoning be Farm-friendly

This workshop is part two of the Agricultural Training Series for Municipal Officials, CEOs, and Realtors!

Farming is big business in Sullivan County. There are 366 farms in Sullivan County with an economic value of over 31 million dollars.

Many communities in Sullivan County are experiencing a loss of farms, farmland and open space due to increased residential development, solar facilities, retirement of farmers, and other factors. Join us at the Extension Education Center to learn how to tackle this challenge through implementing farm-friendly land use and zoning tools!

This session will explore how to recognize and address barriers placed by some zoning laws farms, use of new approaches such as conservation subdivision, density instead of lot size, average lot sizes for small subdivisions, Transfer and Purchase of Development Rights, and agrivoltaic practices, and farm-friendly methods to put to use in definitions, use tables, and bulk/dimension tables. The workshop will be taught by Nan Stolzenburg FAICP CEP, Principal Planner/Founder of Community Planning & Environmental Associates.

Nan Stolzenburg, FAICP CEP, principal consultant with Community Planning & Environmental Associates concentrates on planning for small and rural communities throughout eastern and central New York. She has been the principal consultant with 70+ communities over 28 years working on comprehensive plans, strategic plans, land use regulations and environmental planning. She has developed agricultural and farmland protection plans for 12 NYS counties and worked to develop ag and environmental-friendly land use regulations for dozens of communities. Nan has been the award winner of several state and national planning awards, including in 2014 for writing the NYS DEC SEQR Workbooks. She has a BS in Environmental Science from SUNY College of Environmental Science and Forestry, a MS in Wildlife Biology from University of Massachusetts, Amherst, and a MRP in Regional Planning from the University at Albany. Nan is a Fellow in the American Institute of Certified Planners, a Certified Environmental Planner, and a Certified Wildlife Biologist. Nan helped develop the Sullivan County Agricultural and Farmland Protection Plan in 2014 and was the principal consultant for local town-level plans developed by Delaware, Bethel, and Callicoon.

This workshop is co-hosted by CCE Sullivan, Sullivan County Division of Planning & Community Development and Sullivan County Agriculture and Farmland Protection Board.
